Umm, 'scuse me......

but WHERE, specifically, in Part 97 is the writing (quote please) that
says "......amateur radio communications MUST NOT take the place or be
used in place of normally available communications....".  Taken to the
logical extreme, that would mean that ANY amateur radio communications
would ONLY be legal in the most rural areas.

I think this is a MISCONCEPTION held by lots of folks, that MAY have been
true 'way back; but my read of Part 97 now is that it's the NATURE of the
communications (as quoted in my last message) that matters, and nothing
else.
