Navy needs PL technology?

When I worked at Hughes in the 1960s, we put a VHF repeater on  
ATS-1.  I designed the antennas (a despun cylindrical array of  
coaxial dipoles which caused the satellite to look a bit like a  
squid) and conducted most of the system testing for that package.   
The input was on 148.22 MHz and the output on 138.6, iirc.  My boss  
planned to give it a try with his two meter rig.  I left the company  
before it was launched (I returned a few year later to a different  
plant), so I don't know if he ever did.  It had a crystal filter in  
the i.f. but I calculated that a kilowatt at 147.99 could result in a  
detectable signal.
