uucp used some very efficient packet protocols, much more efficient than TCP, 
because they didn't have to worry about addressing and routing at the 
interchange level.

But the topology was fixed and known in advance; adding a new link requires 
manual config at both ends.

You might want to look at rsync instead of uucp for ideas about partial delivery.
